Position Description

Brief Description of the General Function of the Position (Job Summary)

Oversees the maintenance and updating of the Human Resource Information System (HRIS), processes various types of leave applications and separation benefits, acts as the liaison officer to GSIS, prepares a variety of human resource, administrative, and financial reports, recommends and assists in implementing employee wellness programs, and handles various HR matters including employee conduct, conflicts, grievances, timekeeping, and payroll administration.

Percentage of Working Time Statement of Duties and Responsibilities
15% Maintains and updates the Human Resource Information System (HRIS) and coordinates with the Research Management Information System (RMIS) Section and outsourced provider for any assistance needed.
15% Processes applications for leave (e.g. vacation leave, sick leave, privilege leave, forced leave, maternity, terminal leave etc.) and maintains employee leave records through the HRIS.
10% Collects undertime, absences, and tardiness from employees DTR and deducts in their leave credits and reports to payroll those employees with insufficient leave credits.
10% Processes applications for separation benefits (e.g. retirement, resignation, death), monetization of leave credits, sickness benefits claim, etc.
10% Acts as the Liaison Officer to GSIS who is responsible to perform tasks such as but not limited to remittance of the Agency Remittance Advice (ARA) every 10th of the succeeding month, submission of the application for GSIS retirement claims, benefits and sickness benefit claim, and updated Agency Information Sheet (AIS), assists employees for the issuance of GSIS UMID, among others.
10% Prepares and drafts human resource, administrative, and financial reports and documents (e.g. BP 205 – List of Retirees for payment of Terminal Leave and Retirement Gratuity Benefits, Certification of leave of absence without pay, Endorsement of Summary of Appointment / Terminal Leave, Certificate of Last Day of Actual Service, Letter to Ombudsman, Certification of Outstanding Leave Balances, Agency Information Sheet (AIS), Individual Quarterly Leave Balance, etc.).
10% Recommends Employee Wellness Programs to maintain a healthy, motivated, and professional workforce in the agency and assists in the implementation of HR-related events, programs, and activities such as but not limited to Recognition for Men and Women, Annual Physical Examination, Flu Vaccination, Capability Building Program for NPDC Employees, Year-End Activity.
10% Assists on matters pertaining to employee conduct, interpersonal conflicts, grievances, timekeeping and payroll administration.
10% Performs other related tasks analogous to the position.
