In recognition of the exemplary leadership of former President Diosdado P. Macapagal, a bust was erected at the park as part of the 36th NPDC Anniversary celebration.
With his estimable recognition of the richness of our natural resources and culture, the honorable President Diosdado P. Macapagal signed Executive Order No.30 on the 14th of January 1969 to create the National Parks Development Committee (NPDC), which shall oversee the development of Rizal Park, Quezon Memorial Circle, and other national parks. His wife, First Lady Evangelina Macaraeg Macapagal, supported the NPDC through her program to beautify Rizal Park and other public shrines like the Libingan ng mga Bayani.
