Job Description
Duties and Responsibilities:

- Handles all legal matters concerning the Agency (across all Divisions);

- Handles all court cases in collaboration with the Office of the Solicitor General;
-
- Drafts and reviews contracts, agreements, and issuances of the agency;
-
- Reviews policies and guidelines adopted by the agency;
-
- Provides legal advice and opinion to the all Divisions and the Executive Director on legal questions and problems affecting the Agency;
-
- Provides legal advice and assistance to Committees and Technical Working Groups;

- Conducts legal research, interprets provisions of contracts, and drafts contracts, legal instruments and other documents which the agency may be called upon to enter;

- Leads administrative investigations and recommends, together with the members of ICAO, disciplinary action against erring employees;

- Studies proposed legislations affecting the agency; provides assistance in drafting of bills/position papers affecting the agency; gives advice, comments or recommendations to the Executive Director;

- Provides legal support in administrative proceedings before other government agencies;

- Preparation of communications and correspondence with private entities and other government agencies;

- Acts as the NPDC Board Secretary (tasked of ensuring that the NPDC Board meetings are effectively organized; prepares agenda for meetings in consultation with the Divisions and the Executive Director; records minutes of meetings and supervises dissemination to concerned parties at the appropriate time; prepares all communications such as resolutions and reports pertinent to the activities of the Board and certifies their correctness; maintains the records and files of the NPDC Board; and performs other related tasks as may be assigned from time to time by the Chairperson and by the Executive Director)
